La construction sociale de la vulnérabilité face au risque d’inondation au Viêt Nam

Abstract : Hydrological hazards exposure is an inherent condition of floodplains. Nonetheless,developing nations facing tight land-supply are currently converting farmlands located in highlyexposed deltaic plains into urban uses. Despite the backing-up resistance strategy, this developmentincreases vulnerability to flood events. This paper illustrates this “pathway to vulnerability” with thecase-study of the delta of the Ha Thanh River in Central Vietnam.
